Overview
The Comptroller for the United States Naval Academy (USNA) is looking for a skilled Financial Consultant to support a financial management program at the US Naval Academy. The right candidate will have a strong background in a variety of DoD Accounting Systems including: Navy ERP, STARS, SABRS and SMARTS.

The Role
- The Consultant shall provide expertise in SABRS and SMARTS, and familiarity with various feeder systems such as, but not limited to, CFMS-C, Defense Travel System (DTS); Citibank Direct and U.S. Bank Government Credit Card Programs, (GPC); DLA MILSTRIP, Processing, Standard Procurement System (SPS), NMCI Enterprise Service Tools (NEST), Wide Area Work Flow (WAWF), Defense Civilian Payroll System (DCPS) and Standard Labor Data Collection and Distribution Application (SLDCADA).
- Consultant shall monitor ongoing support requirements, providing resolution support on trouble reports submitted via the portal along with email and phone call assistance.
The Consultant shall also review incoming trouble tickets from the USNA activities under their cognizance in order to assist trouble ticket resolution.
- Develop training materials for SMARTS reporting and the development of SMARTS reports (Query Studio and Report Studio levels).
- Consultant shall monitor the metrics provided weekly by Navy OASIS to measure the operational effectiveness and utilization of the system with Key Performance Indicators (KPI).
REPRESENTATIVE OPPORTUNITIES
Project Manager - Ariba P2P and Concur T&E
A Fairwater Associates business partner has asked us to find and staff a Project Manager for a 4-5 month Tampa, FL client engagement starting in February. This role will be staffed for the client under a larger BPO (Business Process Outsourcing) contract. The duties and nature of this role will require a strong project management candidate capable of delivering successful Ariba P2P (procure to pay) and Concur T&E (travel and expense) implementations. This resource will work primarily with the client to manage implementation processes (ramp up, testing, roll-out, training, etc.) with the internal client team from beginning to end. Direct engagement with the vendors (Ariba and Concur) is expected as well. Tampa will be the primary work location , however, travel to New York may also be required. Following the initial US/Canada implementation, additional support may be requested for similar implementations in the United Kingdom, France/Netherlands and Australia/New Zealand.
Planning/Purchasing/Warehouse Manager
• Manage distribution facilities and the local planning/purchasing team
• Team leadership for production planning and resupply of product
• Logistics and planning including cost negotiations, lead-time management and transportation
• Coordinating with operations, sales and marketing teams for demand forecasting

Data Analyst
Performs analysis on data financial files. Assists in collecting and organizing information for preparation of user manuals, training materials, installation guides, proposals, and reports. Edits functional descriptions, system specifications, user manuals, special reports, and any other customer deliverables and documents. Assists in performing financial and administrative functions.
Qualifications: The Data/Functional Analyst 3 should have a Bachelor's degree and 15 years of experience of which a minimum of 6 years must be specialized in specialized in data, financial analysis of functional requirements and government or commercial programs.
Project Manager
Performs day-to-day management of assigned delivery order projects that involve teams of data processing and other information system and management professionals who have previously been involved in analyzing, designing, integrating, testing, documenting, converting, extending, and implementing automated information and telecommunications systems. Demonstrates proven skills in those technical areas addressed by the delivery order to be managed. Organizes, directs, and coordinates the planning and production of all activities associated with assigned delivery order projects. Analyzes new and complex project related problems and creates innovative solutions involving finance, scheduling, technology, methodology, tools, and solution components.
Qualifications: The Project Manager should have a Bachelor's degree in computer science, engineering, mathematics, business, management, or equivalent with 15 years of experience, of which a minimum of 6 years must be specialized in managing projects, contracts, funds and resources possess an active DOD Secret clearance.
Program Manager
Performs day-to-day management of overall contract support operations, possibly involving multiple projects and groups of personnel at multiple locations. Organizes, directs, and coordinates the planning and production of all contract support activities. Demonstrates written and oral communication skills. Establishes and alters (as necessary) corporate management structure to direct effective contract support activities.
Qualifications: The Program Manager should have a Bachelor's degree in computer science, engineering, mathematics, business, management, or equivalent with 20 years of experience, of which a minimum of 10 years must be specialized in managing projects, contracts, funds and resources.
Construction Scheduler - Norfolk, VA (no relocation available)
The candidate MUST DEMONSTRATE the following:
● A minimum of 10 years of construction scheduling experience utilizing Primavera P6
● or its earlier versions.
● Experience in preparing or analyzing Time-Impact-Analysis as it relates to time
● extension requests or claims.
● Ability to evaluate Contractor’s baseline schedules and monthly updates
● Registration as a Planning and Scheduling Professional (PSP) is desirable.
MAJOR DUTIES AND RESPONSIBILITIES:
The Scheduler provides assistance and technical guidance to engineers/architects exercising
construction oversight and design management of Capital Improvements projects. Scope of projects typically is of a complex nature ranging from comprehensive repairs to unique, multi-million-dollar state-of-the-art construction. It is typical for the Scheduler to have some level of engagement with inter-related construction projects associated with a high-visibility Program Initiatives.
Project delivery methods include both design-bid-build or design-build. The incumbent must be able to manage multiple priorities and, when requested, independently develop and provide technical recommendations/ solutions regarding scheduling issues and time impacts on complex problems encountered during the administration of the construction contracts. The incumbent routinely communicates and coordinates with other technical and non-- technical NAVFAC personnel within the Facilities Engineering Command (FEC) and the various Field Offices. The incumbent is expected to work independently and take required actions through their own initiative, experience and foresight on all assigned projects.
Pre-Construction Award Support:
The Scheduler provides support during the design phase of projects to ensure an appropriate
construction duration is established for major projects or initiatives. Responsibilities include:
● Reviewing scope of individual projects and propose reasonable construction durations to
be included in the RFP or solicitation.
● Participate in Technical Evaluation Teams (TET) as necessary when selection factors
involve the submission of a proposed contractor schedule.
● The Schedule Analyst shall review and provide recommendations to the TET Chair.
Post Construction Award Support:
● The Scheduler provides support for schedule requirements on all types and sizes of
projects that have encountered schedule slippage. Typical duties are associated with
modifications, requests for equitable adjustment, and claims. Responsibilities include:
● Providing assistance to Field offices to determine if contractor is on schedule.
● Reviewing of Baseline Schedules and monthly contractor updates to determine validity and conformance to contract requirements.
● Assisting in validation of impacts to the approved construction schedule. The Scheduler must review the contractor's TIA proposal and help develop the Government's position regarding delays and/or liability.
● Providing analysis on how the contractor can recover, if at all, from current delays to meet the contract completion date.
Training:
● The Scheduler shall possess an understanding of NAVFAC scheduling requirements
contained in UFGS 01 32 17.00 20 and supporting software. Responsibilities include but are not limited to:
○ Developing, maintaining, and providing scheduling training to each field office and respective personnel covering basic understanding of network analysis schedules, critical path method, time impact analysis, baseline, progress, and as-built schedule reviews, guide specifications requirements, and software usage.
○ Providing guidance and training to Design staff in the proper editing and use of the scheduling guide specification for incorporation into contract documents.
Other Duties and Responsibilities:
● The Scheduler is responsible for various other requirements as follows:
○ Participate in the NAVFAC Sponsored Scheduling Working Group to address lessons learned, proposed software changes or upgrades, and training requirements.
○ Support development of schedule software templates with NAVFAC required settings that can be used by contractors in creating baseline schedules.
○ Provide input to revise/improve Unified Facilities Guide Specifications based upon industry standards and needs of the field.
○ A valid, current driver’s license is required.
● This is a Non-Critical Sensitive position requiring a confidential security clearance but
can include up to Secret.
● Must be a US Citizen.
